Districts Overview
The Village at Dry Creek Metropolitan District Nos. 1-4 are local governments that provide certain public improvements and services for The Village at Dry Creek community in and around the Denver Premium Outlets.
Public Improvements and Services
The Districts have the power and authority to provide various public improvements and related operations and maintenance services within and without the boundaries of the District, as identified in the Consolidated Service Plan, the Districts’ intergovernmental agreement with the City of Thornton, the Special District Act, and other applicable statutes, commons law, and the Constitution.
Maximum Debt Authorization
The Districts are authorized by the Consolidated Service Plan to issue a maximum of $55,000,000 in debt, subject to electoral authorization with the exclusion of debt issuance to refinance existing debt.
Authorized Sources for Debt Repayment
The Districts are authorized to repay its general obligation debt from various sources including ad valorem taxes, public improvement fees, and other fees, rates, tolls, penalties, and charges, as authorized by the Consolidated Service Plan.
Maximum Mill Levy for Debt Repayment
The Districts’ Consolidated Service Plan authorizes a Maximum Mill Levy of 50.000 mills, subject to adjustment as set forth in the Districts’ Consolidated Service Plan.
Board Member Qualifications
The Districts hold regular elections for board members on the first Tuesday after the first Monday in May of each odd-numbered year. A person is qualified to be a candidate if they are a registered to vote under the Colorado Uniform Election Code of 1992 and are either (1) a resident of the District(s), or (2) the owner (or spouse or civil union partner of an owner) of taxable real or personal property within the District(s).
